As for your css problems, I don't think that lightsteelblue is a color that css understands.  Try background-color: #(numberhere)

Weebly can provide a level of professionalism to amateur web developers that wouldn't be possible otherwise.

I've never actually deployed a Weebly site-- I custom code and design everything I create from the ground up.
