Your request of the website gets sent to the ISP, sent to the DNS, cross checks to find the IP, then is sent to that IP but from the location of your ISP, either the DNS's database result for SilverCreator.net is faulty or there's a gaping hole in the net right next to your ISP that it can't cross over to contact SilverCreator's host.
In short: The bridge from your ISP to SilverCreator.net was destroyed and you have to take the long route over foot hills(proxy) to reach the castle(SilverCreator).
Of course there could be an armada of brigands(censorship) blocking the bridge to SilverCreator.
