I realize this is probably a rediculous suggestion, but what do you think of the possibility of expanding an app like this to downgrade as well as upgrade by making it possible to convert to/from 68K, PPC, Carbon, and (sometime in the future) Intel?

Downconverting a Carbon game to Classic would be pointless in most circumstances. The first reason is that most Carbon games can run in Classic. Second, a game made in a version of GameMaker that is incapable of compiling for Classic, cannot be made to use an older Classic runtime, because new features would break and the game would not work correctly.
