If your mouse's location is a variable in GM, Is it possible to take that so you could make a drawing tool inside a GM game?

Yes, although since there are no draw commands like SC has, you would have to use sprites to draw the "paint" and use the PICT command to flatten them to the screen every once in a while. It would be too slow to be useable most likely.
