Nah, I always thought it was a 1th. As in, I thought there was 100 milliseconds in a second.

So then, what's a 1th of a second called?

Well.... hmm. I always thought that sense time such as minutes and seconds were 60, that milliseconds would be 1/60th of a second.

Days are based off the rotation of the earth so that is out of the equation, where seconds aren't based off of it.

Well lets see a second is 9,192,631,770 periods of the radiation corresponding to the transition between the two hyperfine levels of the ground state of the caesium 133 atom. A minute is 60 seconds, an Hour is 60 minutes, a day is 24 hours, and a Year is about 365.2425 days. So technically seconds are based off it.

Well I don't really understand the first sentence either. I believe it is just how much radiation comes from a casesuim 133 atom every second, whatever that is. I believe atomic watches use this system. I got my information here
