This is it! I finally found this video. A little after half-way through is the cool, spidery robot I was thinking of. Very cool stuff!
It starts out with no idea what it looks like and proceeds to find out using two tilt sensors, random movements and process of elimination, and then it walks across a table.

EDIT: I forgot about the little self-replicating things at the end, that was freaky! O_o

From what I can assume from the topic name, without watching the video, I would guess this is about robots that can actually think for themselves. If science fiction has taught me anything, this is the WORST idea in technical history.
