photoshop help

how in gods name do i make a frikin circle?! when i make one it automatically fills, i dont want it to fill i just want a circle. i have photoshop elements

All shapes have a colour, but you can make it transparent with an outline if you want. Reduce the layer's opacity to 0 and add a "Stroke" layer style, setting the colour to whatever you like.

im in the layer styles but i dont see any stoke style, theres a bunch of sub catagorys like bevels, outer glows, complex. is there any other way to just make an outline of a circle?

I don't have Elements, but I've never heard of a version without an outline style. ??? Sorry Eq, not sure what I can suggest.
