Yeah, on compassionate grounds. I do believe that a life sentence should mean life, but if he's got terminal cancer and has a few weeks to live, then it doesn't make an awful lot of difference if he's in jail or at home.

Edit: He was the Lockerbie bomber, I'm sure you've heard all about it in the news.

Really? It was a retaliation bombing by Lybia when the USA shot down a fully loaded passenger jet in the Middle East.

It was a Pan Am flight holding mostly American passengers. There was a bomb inside a cassette player in the cargo hold, and it exploded over the Scottish town of Lockerbie, killing all passengers, crew and a few people in the town it landed on. The Scots arrested the guy, put him on trial, etc... and recently he was released on compassionate grounds. A lot of Americans have launched a boycott against Scotland - http://www.boycottscotland.com - which caused a lot of upset in Scotland, and then shortly after, they decided that they'd go after the UK in general (which isn't good seeing as the British-American relations are now on very thin ice after the NHS affair).

If the guy's going to die, it seems reasonable to let him live a little but keep a close eye on him and restrict his movements. You say a lot of Americans are boycotting, though that's really not telling me anything but speculation.
How many Americans? How many non-Americans? Why would they boycott Scottland? It would be pointless as I doubt the country is actually responsible for what a court has declared.
Crud, if I didn't know better, I'd think that most of the things you hear on your side of the grape vine has a strong prejiduce against Americans.

Edit: After further examining the links you provided and what they say, I have come to a few conclusions:
- The author of both boycottlibya.com and boycottscottland.com ignore crucial details that go against their side. Like that one detail saying that the man is going to die soon.
- The author of both sites, (yes I think it's one and the same person), is hiding himself from everyone but leaving an only contacting address to a gmail account that is either boycottscottland@gmail.com or boycottlibya@gmail.com.
- His first petition received less then 1,500 signings and I believe it was a online one. Chances are that most of those are people who misunderstand, the same person, or a fake petition.
- The author appears to be a radical who's main goal is to stir up anger.

I think that this guy should be ignored as he doesn't appear much of a threat, and he only said that he urged Americans to get angry. No where I have found any mention of any amount of Americans that actually signed up. For all I know, this could be a plan to make Americans look bad.

I think it has something to do with the cover-your-ass rule that businesses have. If you have a wonky chair in a cafe and it falls apart when someone sits on it, the customer could sue the cafe. If you tell the customer the chair might fall apart, then they don't sit on it, or they sit on it at their own risk. And, well, there you go; disaster averted.

The proposed boycott might cost Scotland's economy millions. Take a boycott on the UK, and then it might cost Britain's economy millions. That's why the media have made a lot of noise about it recently.

Imagine, say, the US did something to annoy Europeans for whatever reason. There would be a massive boycott from Europe and America's economy would take a very sharp hit. It's basically the same story, but the other way around - the word story being imperative, as it would only be a scenario.

I will say that there is an awful lot of prejudice against Americans in Britain, but I have no idea what has caused it.
